Little Bear showed up in Envy's PC when Alois disappeared, and he didn't have any issue taking him in. Alois had already been using him as a thief, and since this was relevant to Envy's interests he decided to continue that, and teach him some new tricks while he was at it. Not planning on evolving him ever.
